Clifford M. Clarke serves as Executive Director of Computer and Technology Services for Ivy Tech Community College - Northeast, Fort Wayne, IN. Clifford M. Clarke is the Chief Information Officer for Public Technology Institute, Alexandria, Virginia. Additionally Clarke has leveraged his talents by launching C2 IT Advisors, LLC which provides strategic Information Technology advisory services to emerging businesses. Clarke is also the Information Technology advisor partner with OnCall PSN (Professional Services Network) and collaborates with TQM Network for the delivery various technology presentations as well as leads the popular Fort Wayne CIO Forum. In addition to CIO transitional services, which cover any of the traditional duties of the CIO, he specializes in Strategic Planning and Governance practices, Enterprise Project Management, and information security policy development and practices. Clarke was served as Chief Information Officer / Chief Technology Officer for the City of Fort Wayne, Indiana, Clarke holds an MBA with concentrations in Entrepreneurship and Human Resource Management, and a Bachelors of Science Degree in Data Processing both from Indiana Institute of Technology. He is a Certified Project Management Professional, a Certified Information Security Manager, Certified in Risk and Information Systems Control, and Certified in the Governance of Enterprise Information Technology. Clarke has more than 20 years of IT experience and a wealth of leadership expertise.
During his tenure with the City, Clarke used technology to optimize the delivery of services to the citizens and businesses of Fort Wayne. He has implemented best practice policies and procedures to enhance the IT operation. He worked to improve and prepare the infrastructure of the City to move customer expectations to the next level. As a result, IT (as a service) is better unified across the local government enterprise.
With over 30 years of public speaking experience and contributions to numerous technical newsletters and articles Clifford enjoys sharing his knowledge of IT security matters, leadership development, project management, and change management.
